Heat the oil to 350F in a deep fryer. Preheat the broiler. Cut the tomatoes in half cross-wise and scoop out and discard the seeds. Place the tomatoes cut-side up on a broiling rack and spoon the olive oil over them. Broil for 10 minutes. Pour the milk into a shallow bowl. Place the flour in a plastic bag. Dip the sardines in the milk, then shake them in the flour to coat. Fry the fish until golden brown, 5-6 minutes. Drain on paper towels. Season with salt and pepper. Melt the butter in a small saucepan over a moderate heat until it turns a golden-brown color. To serve, arrange the fried sardines on a serving platter and sprinkle with the chopped hard-boiled eggs, capers and parsley. Garnish with the lemon wedges and grilled tomatoes.
